SCHR first wrote a position paper on humanitarian-military relations in 2001, updating this in 2004. Since this last document, "the operating environment for humanitarian organisations has undergone substantive changes", the latest iteration argues, and is now "perceived as more politicised and insecure" for humanitarians and crisis-affected populations alike. Though not fundamentally changing the conclusions of SCHR's 2004 position paper, the 2010 version seeks to build common understanding and forge common responses to the challenges that have only become more ingrained in the last six years.
