The purpose of this mid-term review was to assess the progress and results of the overall COVID19 response of Malaysian Red Crescent Society (MRCS). The mid-term review aimed to seek understanding on the relevance and appropriateness, effectiveness and efficiency as well as connectedness and sustainability of the COVID-19 operations between January 2020 and January 2021. The review assessed progress in implementation vis-à-vis the initial operational strategy, operation management, quality assurance, MRCS implementation capacity and challenges faced, areas for improvement and measures for mid-course correction on the strategy, managementand implementation of the operation. 20 key informants from 9 organizations and 2 aid recipients were interviewed between 3 March 2021 and 8 April 2021. These key informants came from five groups of organizations or backgrounds, namely i) Government agencies, ii) The International Red Cross Red Crescent Movement, iii) Malaysia-based NGOs and CSOs, iv) Donors from the private sector, and v) Individuals such as aid recipients. Key documents, reports and secondary data from previous survey conducted by MRCS were also reviewed. The analysis and triangulation of data obtained from the key informant interviews and desktop review led to the following main findings and recommendations.
